
“The government of the Scrimnean Empire is housed in the Mortal Circle in Tenemen City, their capital now for six hundred at ninety five years. The Mortal Circle is a unique construction consisting of three rings to which the third, often called the Outer Ring, is comprised of an outer walking area where offices are held. General council and party meeting rooms are within the second ring, and in the first ring sits the Inner Circle. The Inner Circle is an amphitheater built so that all audience members face a small stage to where a speaker can persuade or debate. As covered in previous chapters, Convelo Humilis erected the domed Mortal Circle in year 8 of the Second Age, although construction started during the First War.”

History
Tenemen city was founded by the three dissenting houses from the First War: House Kundilly, House Humilis, and House Strophicus. It was built overtop a herding village owned by ten families. The grand architect of the city was Convelo Humilis, whom many incorrectly attribute to how house Humilis got its name (a false rumor). It was built from the ground up by these 3 houses and their humans that followed them there. Over time the nomadic tribes of the Baesta Grassland congregated in the city, making it’s population enormous. Over time Tenemen cities reach grew and it conquered neighboring kingdoms such as Kasochi and Rhey. It then grew into the Scrimnean Empire.
